The scale of America's animal shelter and rescue system is hard to pin down precisely — depending on which national tracker you ask, there are somewhere between roughly 4,000 and 13,500 sheltering and rescue organizations operating across the country, a gap that comes down to methodology rather than either side being wrong. What's not in dispute is that the system has been under sustained capacity pressure for several years running, with more animals arriving than shelters can comfortably place.

The data below draws on Shelter Animals Count (SAC) and Best Friends Animal Society — the two national organizations that independently try to count and track the U.S. shelter/rescue system itself — along with the ASPCA's own reporting on the specific transport, foster, and grant programs it runs to relieve pressure on individual shelters.

How Many Shelters and Rescues Are There?

Shelter Animals Count's most recent tally puts the total U.S. sheltering and rescue system at roughly 13,471 organizations as of 2025 — about 4,100 brick-and-mortar shelters and 9,371 rescue groups — built largely from the Adopt-a-Pet online database. Best Friends Animal Society, using a different methodology (direct outreach to every shelter it can find, Freedom of Information Act requests, state government records, and a peer-reviewed estimation method for facilities without complete data), counts closer to 3,900–4,000 total shelters. The two organizations' shelter-only counts are reasonably close; the bigger gap is in how comprehensively each captures the far more fragmented rescue-group landscape, which has no equivalent of a central registry.

A Multi-Year Capacity Crisis

By multiple accounts, U.S. shelters have been in an overcrowding crisis for roughly four years running, with more animals entering the system than leaving it in several recent reporting periods. Length of stay has grown longest for large dogs, which had a median shelter stay of about 20 days versus 14 days for small dogs in recent tracking — with large dogs reportedly taking roughly twice as long to be adopted as they did before the COVID-19 pandemic. Longer stays compound the capacity problem directly: every animal that stays longer occupies a kennel that can't be used for the next intake, and prolonged shelter stays are themselves associated with increased stress, illness, and behavioral decline in dogs.

How the ASPCA Relieves Pressure on Individual Shelters

Rather than operating its own network of shelters, the ASPCA primarily supports the existing shelter system through targeted programs. Its Animal Relocation Program moved more than 25,000 shelter dogs and cats through over 700 ground and air transports in 2024 alone (a 13% increase over 2023), moving animals from overcrowded shelters to areas with more adoption capacity; the program has relocated more than 280,000 animals total since 2014. Its foster network operates at similar scale: the NYC Kitten Nursery has cared for nearly 12,000 kittens since 2014 (11,000 in 2024 alone), and a newer Los Angeles-based Kitten Foster Program supported 1,781 kittens in 2024 with the help of more than 500 volunteer foster caregivers. On the funding side, the ASPCA awarded more than $23.4 million in grants to 1,010 shelters and rescue organizations in 2024, including $5 million specifically earmarked for shelters facing capacity and staffing challenges — part of more than $200 million the organization has distributed to shelters since 2001.
